Save authority required

The caller is a replica client, or the host's apply policy has deferred a load. The write, backup repair or authoritative-state application is refused before it proceeds.

#Common causes

• A client attempts to capture/write, repair or restore authoritative save state.
• apply_load is called when the host has not allowed application at that simulation boundary.

#Fixes

• Send the save intent to the authoritative server, or perform the operation in a local session with trusted host authority.

• For a deferred load, retain the prepared save and retry application at a boundary permitted by the host's apply policy.
