A manifest is unsigned, malformed or signed by an untrusted key.

#Common causes

• The release is incomplete, modified, or uses a key not yet embedded in this Hub.

#Fixes

• Check the publisher and update the Hub from a trusted installer. Publish both rotation keys before switching signers.
