Installer stub pin missing or unavailable

The windows-installer preset lacks a pinned installer stub, or doctor cannot find its source. Packaging needs a separately built generic stub.

#Common causes

• installerStub is absent, or its pinned local artifact is missing.

#Fixes

• Build ara-export-installer for Windows and run ara-export artifact-pin --file <ara-export-installer.exe> on its unsigned executable.

• Add the resulting hash and source as installerStub in the preset, then run doctor again.
