Android resource tool missing

Android build-tools or its aapt2 executable is unavailable. Resource/manifest linking cannot run, so Android packaging is blocked.

#Common causes

• No build-tools directory was found under the SDK, or the newest selected installation is incomplete.

#Fixes

• Run sdkmanager 'build-tools;35.0.0' against the SDK selected by ANDROID_HOME and verify aapt2 in the detected build-tools directory.

• Run ara-export doctor --platform android; repair the selected installation if a newer incomplete directory is taking precedence.
